I currently have a civil rights action filed in U.S. District Court, Phoenix, Arizona: Jacobsen #353588 v. Naphcare, et al, Case No. 2:24-CV-01393. The suit is against 30 employees of Naphcare (the medical provider for prisoners) and prison officials at Browning, Flamenco, and Aspen Units.
On October 24, 2023, Captain Ennis and Lt. Russert wrote a fictitious disciplinary report against me. It was immediately dismissed at a disciplinary hearing, but I was still transferred from a low-security facility to maximum security. I remain at Browning Mental Health, where the state houses the most notorious criminals, including death row.
Conditions at Browning
Upon arrival, I suffered a mild heart attack and was hospitalized for several days. When I returned to Browning, I was placed in a cell with two inches of raw sewage from a burst pipe. Feces was under the mattress. I was denied cleaning supplies or a cell change. Officers Ott, Santoya, and Urnquart can all recall that the sergeant refused to move me.
A week and a half later, still in sewage, I had severe chest pains at 2:00 AM. The sergeant ordered me to lie face-down in the sewage to be restrained and threatened to pepper-spray me if I didn’t comply. While applying restraints, a young officer forced my face into the sewage. I swallowed some of it and days later developed a serious bacterial infection that delayed a needed heart operation.
After another hospital stay, I was returned to the same broken cell, again with two inches of sewage. Later, I was placed in a cell covered in blood from ceiling to floor, with IV rigging left on the toilet shelf. Again, I was denied cleaning supplies. At one point I was also kept in a cell with no running water until the acting Deputy Warden intervened.
The nurse refused to give me prescribed antibiotics and pain medication, claiming I was faking illness and mental health issues. Only after the complex doctor examined me did I get proper treatment. He immediately ordered care and quarantine.
Forced Medication
I’ve been forced onto psychotropic drugs I insisted I was allergic to, and I’ve lost partial eyesight as a result. Despite having no disciplinary record, and despite classification marking me for medium custody, medical has blocked my transfer to a lower-security facility.
Ironically, the same Captain and Lieutenant who wrote false reports against me had their personal jackets frozen in blocks of sewer water and placed on their desks before being transferred out of Eyman Complex to Phoenix Complex.
I am also suing Captain Barry DeFeo for refusing me medical treatment and having me transferred to the FBI office on November 9, 2023. Instead of going to the hospital, I was taken by Sheriff, Homeland, and FBI agents to their office and examined by their EMT. Within 12 hours I was hospitalized anyway.
Education and Safety
I am denied education because the university refuses to come into Browning due to violence. I am classified as the only inmate here with a 21/15 Phase 3, and my custody points are nearly minimum security. Yet I remain in ultramax conditions.
Since 1997, I have never been in an altercation with staff or inmates, but I have been savagely attacked three times in the past 18 months at Browning, and twice before that at Rincon Unit. Medical refuses to transfer me, and the state says it cannot override medical decisions. Custody wants me transferred to a sex-offender unit, based on a statutory rape charge that was later dropped. Negative and sensational publicity about me in the media continues to haunt me.

FBI Interference
At Flamenco Unit, my psychiatrist was angry that the Feds obtained a court order to speak with me. He believed FBI contact was detrimental to my fragile mental and physical health. Nevertheless, Special Agents Taylor Hannah and James Krause interviewed me without consulting my psychiatrist.
Recently, an officer slipped me a letter stating that the person I call “Rich/Rick” used a borrowed car as a security guard on Christmas Eve 1995 and had committed burglaries in San Jose in 1994–1995. He allegedly left the area until things “cooled down.” This suggests I was not the last to see him alive, contrary to what some authorities claimed.
Authorities know I’ve admitted to crimes in Tuscaloosa, Alabama; Portland, Maine; arsons in York, Maine; and other places. But they also know that when I’ve confessed, I come close to facts without matching them — under scrutiny, the details fall apart.
Closing Thoughts
I admit that many of my supposed crimes have a “dreamlike” quality. I believe they were superimposed onto my brainwaves — perhaps by Ames Research or Harvard University.
I think Stanford could strike a quid pro quo: in exchange for donating my brain after death, they could provide me with a legal defense now. UC Davis might be interested as well. Researchers pay millions for unique brains like mine, shaped by forced psychotropics since 1992.
Maybe Stanford Research Institute will help.
