In August of 2024, the district attorney in Strafford County, Dover, New Hampshire, dismissed burglary and theft charges from 1990. Of interest, detectives from Portsmouth, New Hampshire and Dover interrogated Jacobsen while he was on a 43 day hunger strike in 1991 at Maine State Prison for Safe Keep and the Navy was involved with a United States Senator who secured Jacobsen's release if he cooperated with his knowledge of the Isabella Gardner Museum theft. Jacobsen was born on a Friday, October 23, 1970, in Portsmouth, New Hampshire to Craig Leslie Jacobsen, Sr. of Rhe Beach, N.H and Audrey Lee O'Connell of New Castle, N.H. The Jacobsen's lived on Blueberry Lane in a house owned to Craig's mother's family. Craig was cared by both grandparents. Mary Nelson Jacobsen and Curtis Wilbur Jacobsen. Jacobsen, a former Canadian fighter pilot. And Craig's grandmother was Phyllis Holder whose sister survived the ill fated ship the Titanic. She married the land owner Nelson Latrimore of York, Maine that had the land passed down since colonial times by King George. Craig's father attended the University of New Hampshire and graduated then began his career with Pizza Hut and was promoted to district manager responsible for 53 restaurants and was transferred to Pennsylvania (Bucks County, Yardley) and was forced to Launder money through multiple restaurants and the Netherlands. Jacobsen Sr. after a contentious departure from Pizza Hut finally selected a job offering from the insurance company Life of Georgia.
Craig Jr. has two siblings named Christian (works for Homeland) and Heather(owns multiple restaurants in the Tampa Bay area with her husband with one child).

Jacobsen's first arrest was by Detective Kevin LaConte at York Police, Maine for running away from home and theft. Jacobsen was transferred to the Maine Youth Center at age 13 in South Portland and committed to the Hayden program for children with mental illness and prescribed the antipsychotic Mellaryl. Jacobsen was given the privilege of the youth center hiring a private teacher to solely educate him scholastically. Daniel Boiso and David Berenson were in charge of his criminal rehabilitation.
